On the steering neck, you will see a vin sticker (if it was not removed), with a printed date. That date, is the date it was made in Japan. The bikes were often made a year earlier, so they would be ready to sell the following year. So it might have been made in 1980, but is a 1981 model.

You said the previous owner's caught the bike on fire, and you have hooked up the gas line and put in a new spark plug.
If the electrical wires were melted, they might be touching each other and grounding out the spark. Basically power will never have a chance to reach the spark plug. More information is need. If you lay the spark plug on the cylinder head and kick the bike over, do you see a spark?
The carburetor must be clean for it to start. Is fuel flowing from the new fuel line or is it clogged with rust and debris? If you spray some starter fluid into the cylinder and it fires. That is a good sign.
The bike will not run if the compression is low, if the ignition timing is off, if the air filter is clogged, or if the exhaust is clogged. I am confident we can aid in getting the bike running.
Question if I were to put the bike in the first gear and roll it really fast backwards and it starts to make engine starting up noises what does that mean
The noises you are hearing might be backfiring/or sputtering. There are a number of things that it could be, that i mentioned in my original post. I think it would be beneficial to know what bike you have. We have manuals for the different models and it will help narrow things down more.
You need spark at the right time.

Free flowing intake and exhaust
If any of those criteria are not met the bike will not start. If you need a new set of piston and rings due to low compression....Enduronut carries most sizes.
