I found the Australian Brochure has the same horse power rating that Enduronut mentioned. Interesting, the JDM was slightly de-tuned. Here is a picture from the brochure. I think I have found what you need. The information I found is for the Japan domestic model. I know some countries get different versions of the model. The EPA did not affect the USA models until the late 70s. I would think this would satisfy the requirement to register the bike. See attachments below.

The only place I have seen Yamaha give the horsepower figure for the DT360 model, is on the full size "Service Data Sheets", but I can not find the sheet for your 1974 model. Searching the internet, I see many places that list the horsepower at 32 HP @ 6,000 rpm's.

Until the official data sheet can be found, your next best chance is to write a letter to Yamaha headquarter's of Germany or the USA, for a confirmation letter which states the requested power numbers you need to complete the registration.
